Beirut (ILO News) - The International Labour Organization (ILO), through its Employment-Intensive Infrastructure Programme (EIIP) in Lebanon, funded by the German Government through KfW Development Bank, has launched Phase VI, marking a significant milestone in its continued efforts to promote short-term decent work, upgrade essential infrastructure, and enhance community resilience across Lebanon.

Phase VI will implement 10 targeted interventions across multiple governorates in Lebanon. The selected projects respond to pressing community needs and align with national development priorities, while also generating hundreds of short-term decent work opportunities during the implementation period.

The works will span several sectors:

• Education infrastructure – rehabilitation and upgrading of public schools to provide safe, accessible, and inclusive learning spaces for students.

• Economic revitalization – restoration of heritage markets and commercial areas to boost local trade, tourism, and small business opportunities.

• Public spaces and accessibility– upgrading pedestrian networks, walkways, and public squares to enhance accessibility, safety, and community interaction.

• Rural infrastructure and green works – rehabilitation of agricultural roads, maintenance of irrigation channels, construction of retaining walls, and implementation of flood prevention systems to protect farmland and livelihoods.

• Municipal Infrastructure- rehabilitation of municipal buildings, providing public services to the local community.

All projects will be implemented using labour-intensive construction methods based on the Local Resource-Based Technology (LRBT) approach, ensuring that a substantial share of the budget is channelled directly into wages for local workers. This method not only delivers immediate income but also builds skills, strengthens local economies, and promotes inclusive participation. Special measures will be taken to engage women and persons with disabilities in the workforce, while fostering social cohesion among vulnerable populations.

Beyond construction, Phase VI emphasizes sustainability and local ownership. Municipalities, community representatives, and local institutions will be actively involved in project planning, monitoring, and long-term maintenance to ensure the benefits endure well beyond the completion of works.

Since its introduction in Lebanon in 2017, the EIIP has successfully completed five phases, rehabilitated critical infrastructure while creating thousands of short-term decent job opportunities across the country. These investments have improved access to education, markets, and public services, while contributing to environmental resilience and economic recovery.

Phase VI reaffirms the ILO’s commitment to advancing inclusive growth, sustainable infrastructure, and resilience-building as vital pathways for Lebanon’s recovery and long-term stability. The programme continues to deliver tangible results that improve livelihoods and strengthen communities nationwide by combining infrastructure development with employment creation.
